He has just been assigned to this town and is setting out for his first patrol.
He notices a restaurant is about to open, as somebody - it must be the restaurant's staff - is putting out its store curtain, which reads PAN-KICHI-KEN.
Judging from the name, it must be a Chinese restaurant.
Pankichi : OK!
PC Hori : WHAT?
The "somebody", whose face was hidden by the store curtain, came down from the chair so that PC Hori can see his face.
PC Hori : Panda? Why Panda?
Surprisingly, it was Panda who was putting up the store curtain.
Poor PC Hori. He is so confused...
